SAP for Pharma and Biotech: What to Check First

SAP can fit a regulated company, but only if the system and your process can stand up to your quality rules. Check these things before you compare licenses.

SAP can fit a pharma or biotech company, but only if the system and the way you run it can stand up to your quality rules. Before you compare licenses, check four things: who validates it, which records it controls, how batches trace, and what your supply chain duties require. If you can't answer those, a demo won't tell you much.

Short version: treat this as a quality project with an ERP inside it, not an IT project with some compliance added at the end.

What makes SAP different in a regulated company?

In most businesses, an ERP error costs money and time. In a regulated plant, it can also mean you can't show that a batch was made, tested and released the right way. That changes how you buy.

The software matters less than the evidence around it. You need to show what the system is meant to do, that it does it, and that changes stay under control. A vendor can help with that work. In our view, your company still has to defend the result to an inspector.

If you are still deciding whether SAP suits a company your size at all, read Is SAP ERP right for a midsize company? first. This guide assumes you are past that question.

Which FDA rules should you read before you buy?

Start with 21 CFR Part 11, which covers electronic records and electronic signatures. FDA's scope and application guidance says the agency reads Part 11 narrowly. It applies when required records are kept electronically in place of paper, when you rely on the electronic version for regulated work, when records are submitted electronically, and when e-signatures stand in for handwritten ones.

That guidance also matters for what it does not excuse. FDA says it won't enforce the specific Part 11 validation and audit trail provisions covered by its enforcement discretion. But the underlying predicate rules still apply, and FDA points you to a documented risk assessment. It also says it will keep enforcing other controls, such as limits on system access and the e-signature requirements.

One trap comes up a lot. FDA's Computer Software Assurance guidance, finalized in September 2025, is often quoted as the new way to validate. Its stated scope is software used in medical device production or the quality system. If you make drugs or biologics rather than devices, ask your quality lead how far you can lean on it. Don't let a sales deck decide that.

Do you also sell into Europe?

If so, watch Annex 11 of the EU GMP guide. The European Commission ran a public consultation from July 7 to October 7, 2025 on a revised Annex 11, a revised Chapter 4 and a new Annex 22 on artificial intelligence. The draft Annex 11 strengthens lifecycle management, supplier oversight, audit trails and security.

The consultation page we checked lists no final adoption date, so confirm the current status with your quality team. Even as a draft, it tells you what to ask about. If an SAP add-on uses AI in a GMP process, ask about Annex 22 too.

What should you test in a SAP demo?

Skip the dashboards. Use your own messy cases and watch what happens.

  • A batch recall. Start from one raw material lot. Ask how fast you can find every finished batch and shipment it touched.
  • A failed test. Put a batch on hold. See who can release it, what is recorded and whether anyone can get around the block.
  • A correction. Change a record that should never change quietly. Then read the audit trail as an inspector would.
  • A signature. Walk through an approval and check what the signature shows and what it means.
  • A system update. Ask what happens when the vendor ships a change, and how much time your team gets to assess it.

That last one matters most for cloud products. Faster update cycles are useful until your validation process can't keep up.

What should you ask SAP or your implementation partner?

SAP markets S/4HANA Cloud for GxP, private edition, for life science companies, and its product page promises "automated transaction-level compliance." That is a claim to test, not a finished answer. The page we read does not spell out who owns validation, so get it in writing.

Ask these questions before you sign:

  1. Which validation documents do you deliver, and which do we write?
  2. Who runs and signs the tests?
  3. Can we audit you, and what do past audit reports cover?
  4. How much notice do we get before a release, and can we defer it?
  5. How do you handle our data and audit trails if we leave?
  6. Which of our custom items will break the validated state?

If you are moving from an older SAP system, timing adds pressure. Our guide to SAP ECC end of support options covers those choices. Don't let a support date shrink your validation plan.

How do drug supply chain rules affect the decision?

US companies in the drug supply chain also face the Drug Supply Chain Security Act. FDA's exemption page gives small dispensers, and their trading partners where applicable, until November 27, 2027. Partners who don't qualify can request a waiver, exception or exemption, and should keep working toward compliance until FDA acts.

The practical point for ERP buyers is simple. Serial numbers and partner data usually have to pass between your ERP, your packaging lines and your trading partners. Map that flow early, because integrations often take longer than the ERP screens. Our ERP services team can help you scope that work. Your regulatory lead should confirm which rules apply to you.

When is SAP the wrong call for now?

A small biotech with no commercial product may not need this much system yet. If you have a few people, outsourced manufacturing and simple finance needs, a lighter ERP plus a dedicated quality system may be easier to validate and run.

What matters is not company size alone. Ask how many regulated processes you actually run in-house, how soon that will change and who will own the system once the project team leaves. If nobody can answer the last question, wait.

Frequently asked questions

Is SAP validated out of the box for pharma?

No software removes your validation duty. A vendor can supply documents and controls, but your company has to show the system fits its intended use and stays under control. Confirm the split in your contract.

Does 21 CFR Part 11 apply to every record in SAP?

No. FDA reads Part 11 narrowly. It applies to records that FDA rules require, when you keep or rely on them electronically, submit them electronically, or use electronic signatures in place of handwritten ones.

Can drug makers use FDA Computer Software Assurance guidance?

Its stated scope is software used in medical device production or the quality system. If you make drugs or biologics, ask your quality lead how far it applies to you before you build a plan around it.

Does a small biotech need SAP?

Often not yet. If you outsource manufacturing and run few regulated processes in-house, a lighter ERP plus a dedicated quality system may be easier to validate and run. Review the decision as your operations grow.
